It’s such a small subsection of the obese population. Most people will know and interact with someone with a BMI over 40 fairly regularly, they’re run of the mill fatties. People who struggle with hygiene tasks or can’t stand or walk for extended periods of time are much more rare. At her peak, Chloe was absolutely there, her BMI at her last weigh in was 62 and likely went up a bit before she started losing. It’s unfortunate her peak was so short due to her life circumstances, but she was shockingly fat for a period of time and I guarantee her friends and family noticed and had some concerns about her skyrocketing weight.

I am a big Chloe fan, but I don't think she ever made SSBBW status. Even when she. changed her name to SSBBWChloe. She was at her biggest before she and her longterm feeder split up and she dropped a ton of weight and then disappeared.
